Drunk guy at bus stop.

Its been a good few years since I've seen the movie but there was one thing I'd like to clarify.Theres one scene at a bus stop where theres this drunk guy acting the clown and generally being a pest,theres two men waiting for the bus who are trying to ignore him.I seem to remember at one point him saying something like "I'm getting married Daddy" to the older man,then bursts out laughing.Does he know them or is he just a random drunk?Its a kind of strange scene.Anyway he gets killed by Reno soon after.
