It amazing the technology these days [to spoil the mystery in everything]: You can use the google translate app on your phone and point it at the screen in this scene if you freeze frames, to translate the Vietnamese. It's nothing interesting. I think the banner is supposed to be marking the frontier between Vietnam and Cambodia. A lot of that scene was cut so I don't know if the boys on the boat "noticed..."
