He's had that accent on and off from the earlierst point in his career. Not sure what he's doing exactly but it sounds almost Southern or even African American. Check out the clip of Pacino with Jill Clayburgh from an episode of the 1968 tv series "Deadly Circle":

Pacino had a similar accent in Scent of a Woman, but that made sense because his character was a Southern military man. He occasionally slipped into this accent also at certain points in Carlito's Way, but that made some sense because of the Spanish Harlem setting. However, the other times this accent has slipped into his performances over the years are more puzzling.
