Finally being released on DVD, but not a complete series set

TVShowsonDVD.com announced last week that the season 2 premiere 2-parter would be released on DVD (manufactured on demand) on December 3rd.

Today TVShowsonDVD.com announced that another 2-parter from season 1 will be released on MOD disks on November 5th.

With only 20 hrs total for this show in its 2 short seasons, I can't see why it isn't being released as a complete series set instead of these bits and pieces.
