What's happened to this film?

Why is it so lost in limbo? Although it's the worst of the three "real" Ilsa films, it's clearly more part of the series than "Wicked Warden" is.

Shame it starts so well and then drifts into boredom territory as soon as the action moves to Cananda. Ilsa without uniforms is just another pervert in some anonymous looking city or apartment...looks too much like a cheap police/soft porn thriller from this point onwards.
