know how to interpret IMDb votes?

It seems to me like most films like this one, where the votes average out in the middle, usually cluster around that score and spread out from there. But here the most votes are for 6 or 4, with votes then skipping right over 5. That probably could tell us something about this film--I simply don't know what that is. On the other hand, it's not too hard to figure out why foreigners rate this a bit higher than Americans. Thanks to Tim Conway for helping bring peace to the world.
