being that he's listed as a "gangster", you might pay particular attention to the early scenes, right before the animated titles, and again in the board room scene where they're deciding to kill Clouseau... if you don't see him in one of those, i'd say more than likely, he's near the end, when they go to Hong Kong (particularly at the shipyards)... i haven't noticed him, myself, but then, i haven't exactly been looking for him...
