According to Michael Palin's new autobiography, Moon was rejected for the part because the producers didn't want him (perhaps due to his drinking?). His "having prior commitments" with The Who was an annoucement fabricated, one can suppose, to let him off the hook with dignity.

Actually, Chapman talks about this quite extensively in his A Liar's Autobiography (lots of good Keith Moon stuff in there). Keith was in fact slated to be in Life of Brian as one of the crazy prophets, but sadly died just before filming began.
