Did Hoover deserve to be expelled along with the rest of the Deltas?


Hoover did his best to be respectful and polite to Dean Wormer and try to keep him on his "good side". In either words, he among the Deltas, was the most "moral", level-headed, and conscientious about not wanting to piss off the authorities.

And Hoover did actually go to his classes and have the best grade point average among his fraternity. Of course, that's not saying much, as Hoover had at most, an average one (four C's and an F).

Was it just a case of guilt by association and since Hoover was supposedly the Delta's president (even though it's easy to suggest that Otter and Bluto were actually the ones calling the shots), he wasn't doing a good enough of job of "leading by example"?
