If my memory serves me right...

Is this the movie where the Kiss band was sitting next to a pool and some guy came up to them and they zapped him? I was five years old and I remember thinking just how cool Kiss was seeing how they they has superpowers...

Yes that scene is in it.
Also their voices were dubbed by other actors which was why Ace sounded so weird and wimpy. I think he had a bizarre Haha type of laugh too, I haven't seen it since it first aired in 1978. At one point I think my brother had the VHS of it when that was released, but I don't think I watched it then.

NCIS anything like CSI? Only if you're dyslexic.

Another correction-->They didn't zap anybody. You see Paul using his secret power to hear what the cops were talking about. I agree that Ace's voice was not dubbed. The laugh in that scene is exactly what he sounds like in real life!! Another great part of this scene is Gene's trademark growl, which is heard throughout the movie.

I can support that. Peter's voice was over dubbed by a voice-over pro (I think the guy did the voice-over for a smurf character back in the day) and Gene's voice was altered. But Ace's and Paul's voice was for real. That's how Ace sounds in real life and his laugh is legit. I read somewhere that the first time Gene heard Ace's voice, he thought Ace was being a wise-guy and yelled at him to knock it off.
