Jennifer did nothing to those miscreants, she minded her own business and just wanted to write a book and those creeps came along on their boat hollering and being obnoxious for no reason, and raped her. The fact they made their mentally slow friend rape her made the situation even worse.

When Jennifer, an outsider, showed up they probably saw it as a golden opportunity. She didn't know anything about the men or anyone else in the town. They seemed like good, wholesome, family men to the rest of the town. So by doing something like this to a random girl no one in the town knew or cared about they probably thought they could get away with it. That's how I interpreted it anyways.
It's pretty scary to think people you see everyday and think of as good, kind people could be capable of something like this.
Because they were horny and she was the hottest piece they'd seen come into that hick town for a long time. They tried to get her attention but she turned up her nose at them.
