Does the story occur before the 1965 build up in VN?...

I haven't seen this movie in years and can't remember the setting of it. Does anyone know where it was shot? Having been in VN in '68 and then making a number of visits there since '94, I don't recall the countryside in the movie looking like VN much. My guess is they shot it in SoCal.

Yes. I don't remember anything in the movie that explicitly states what year it is, or month. However, during the exchange between Major Barker and Colonel Minh, the Colonel's aid makes reference to an impending coup.

There were several coups in the Republic of Vietnam during the United States' involvement. Two of these occurred less than a year apart, in November 1963 and October 1964. I think the dialogue best fits the coup that occurred in 1963, but the Wikipedia entry makes it clear that the novel is set in 1964.

The movie was made on a limited budget and if IMDB does not clarify it elsewhere, I think it likely that it was filmed in southern California.

In the beginning of the movie it is stated that the movie takes place in 1964, 'when vietnam was not yet a big conflict'

The calendar in Major Barker's office says July 1964

No it was set in 1964. That date appears on the screen just before the credits.
