Bass guitar had already been in use in a few bands at that time but it was still a new invention. Took awhile for bass players to take to the new invention. It required training to play because it was a totally different technique to play the bass in a more horizontal position on a thinner neck. Also bassists were used to playing upright bass really hard to get sound while it wasn't required for electric. Also audiences would see a band using bass guitar and think that there were two guitarists but couldn't figure out where the bass sound was coming to because they were used to seeing an upright bass onstage. Eletric bass didn't totally take over until the 60s.
