The guy who was murdered was Edward Brian Halloran (aka "Balloonhead"). He was part of the Winter Hill gang and eventually turned FBI informant.
He only had a small part in the movie. He was the prison guard who hits Specs O'Keefe on the back of the head in one of the jail scenes.
