Maybe somebody lost a bet? Or they wouldn't let them out of the contract so they purposefully made a bomb? It couldn't be much worse if they were trying to be as bad as possible.

Not as much as they did in the 1970's-1980's. Now they're much more calculated about sequels and the production values usually stay rather high. I would say in general that sequels are much better on average in the last 10-15 years than they were in 1970's. They would cut production values back drastically on those 1970's sequels.
