What made these people think it was a good idea to give a drug addict a job driving other people around?

I always thought about that too. Drug jokes were beginning to get more frequent on TV back then it seems to me. They should have made him a janitor instead.

I'm not sure if he was still on drugs by that point. The impression I got is he was burnt out from past drug use.

He might have stopped once he started driving, but when Elaine mentioned it to him he was DEFINITELY still getting high because she mentioned it would be better for him to have a job than getting high all the time.

He may not have still been taking drugs, but he still had them on his person re: the 'chicklit' he dropped in Louie's coffee.
