Conan lives on Remnant Island with "Grandfather," the last survivor of an ill-fated attempt to escape the war that desolated the Earth. He finds Lana on the beach one day, surrounded by her bird friends (including Teki). Shortly after she's recovered enough to tell her story, a seaplane, Falco, from Industria lands at the island. Grandfather tries to bluff Monsley and Goro into leaving the island, but the missile he holds is activated and ends up killing him. Lana is captured, and Conan sets out in pursuit.

Conan's outrigger raft carries him to another island, where he meets Jimsee, who lives by himself in a hut in the woods. He lets slip that a ship from Industria visits the island, and Conan talks him into stowing away together. The Barracuda is commanded by Captain Dyce, who had been taking Lana from her home of High Harbor to Industria when she escaped.

The offical leaders of Industria are the science council, but the true power lies with Lepka, who commands the security force. He wants to use Lana to coerce Doctor Lao (in hiding) to come out and activate the solar power system for Industria.

Dyce springs Lana from Industria, but the captain has his own agenda, so Conan attempts to save her from the ship. Lana is able to escape from the ship again, and she and Conan cross a desert to a seaside salvage operation. This is run by a man named Patch, who turns out to be Dr. Lao. When his identity is revealed, the three are on the run, picking up Dyce, who had been dumped in the desert. Conan, Lana, Jimsee, and Dyce escape to High Harbor.

Lepka's force, led by Monsley, are soon in pursuit, and soon take over the island. Lao is Lepka's captive at the Solar Towers, but he is not responding to torture. Lana is captured and taken back; Conan convinces Monsley to join him. She takes her "captive" back to Industria, but when she tries to convince Lepka that Industria was in danger of collapse, he brands her a traitor and has her marched to a cell. She convinces the guard to let her have last words with Conan, and helps him escape.

Conan is helped by the people of the underworld, whose leader, Luke, has seen the encroaching water in the tunnels and wants to get out of Industria. Lepka's forces are overwhelmed and defeated, though Lepka escapes in a huge airplane, Gigantic, which is taken by Conan, Jimsee, and Dyce. The ships of Industria carry the refugees to High Harbor.
