Two Completely Different Movies Sandwhiched Together With Jarring Music

I watched this on Netflix and I must have dozed off for a bit, but the first hour feels different the final 40+ minutes with the Hooper-like Whale trainer and his incompetent sidekick. The plot involving the "experiments" doesn't seem to go anywhere and I don't recall an explanation for how the damn Octopus became bigger than a Colossal Squid. Nor did the fillmakers realize the Octopi don't have teeth/hooks on their tentacles.
