He wasn't the sharpest knife in the drawer. However as a child he seemed way ahead of his time. He recognized Qui-Gon as a Jedi, he built droids and was a great mechanic. He was also a great pod racer and pilot.
By the time we get to Episode 2 he comes across as a whiny immature brat. He wasn't very wise either, like in the fight with Dooku he just charges him like a bull while ignoring Obi-Wan's suggestion to fight together.
Episode 3 he seems to have become a bit more wise. The 2nd fight with Dooku proves that much. Ultimately though Palpatine plays him for a fool. He disobeyed Master Windu's order to wait while Windu confronted Palpatine, then he betrays Windu and gets him killed. Later in his fight with Obi -wan he gets too cocky and tells obi-wan to not underestimate his power before getting his legs chopped off and burned almost to death.
As Darth Vader he seemed wiser and more calculated then before. In the book he finally realized he was played for a fool and hated the emperor for it, but he wasn't fool enough to try and take out the emperor right away, he was waiting for the right opportunity to present itself no matter how long it took. It is hard to believe Vader never followed up with his step relatives on Tatooine. If he was smart enough to do so it would have led to an encounter with Obi-wan. VAder not finding Yoda is pretty believable. Nobody knew where Yoda went, he just disappeared. I don't think Vader really cared about Yoda either, Obi-wan was the focus of his attention. Vader was Obsessed with getting revenge on Obi-wan
