I would have to go with the 70's. My three favourites, in order...
1) Lana Wood - Plenty O'Toole (Diamonds are Forever).
2) Barbara Bach - Major Amasova/Triple X (The Spy Who Loved Me).
3) Holly Goodhead - Lois Chiles (Moonraker).

The 60s were a very close second, with Ursula Andress, And pretty much all of the female cast of TB, but the overall hottest were in the 70s for my money.

Thunderball and You Only Live Twice had the two hottest trios of Bond girls ever.
You add Ursula Andress, Diana Bianchi and others to the list.
