Music theme at the party at the beginning of film

Around 16 minute of film there's a party scene. During it a music theme sounds. It is wide known in Russia (there're about 5 songs on it), but author is unknown.
May be, anybody knows, how it is called in Holland and/or how did it appear in the film?

The music at the dance is "Bei mir bist du schön". The (probably most famous) version by the Andrew Sisters was recorded in 1937 so early 1940 it must have been still very popular. I guess that's why they chose it for this scene.
