The ground level cops would have all been killed from the ones across from them.
Dumbest scene you could imagine.
I was thinking exactly the same thing. It's laughable and totally unrealistic. Just made the scene look more dramatic, but would have meant a load of dead cops in the real world!

What I didn't get is why the cops willingly put so many bullets in the bus but then don't shoot (or try to arrest or stop) the supposedly dangerous passengers who emerge alive from the bus.
The absurdity and suspension of disbelief is through the roof on this movie's climax. But it is quite a spectacle for sure.
