Cover Artwork

Just got done watching this film. I enjoyed it for what it is, a nasty little exploitation flick. My question is about the cover artwork. It features Sanderson and Judd without shirts on in a struggle with a knife and a gun with Sanderson having handcuffs on. I sort of figured this was going to be the climax battle if the film but that never happens. Just wondering why the artwork was made that way when nothing even remotely happens like that in the movie.
