Co-production

One of the reviewers wonders why there were so many English actors for a "Canadian" film. If I remember correctly, at the time there was talk of it being a very early British-Canadian co-production so it isn't purely Canadian.
For it to qualify as a co-production each country would have to supply a certain level of elements. Given that it was largely shot in Canada and had a Canadian star, then some UK actors would probably have been necessary to qualify for the tax benefits.
