It sure looked a lot like a very young Kelly Lynch in the crowd when the sniper is picking people off. She wears glasses and squints upwards. You see her image in the photo stills on the DVD Extras.

I think that's just the cop's girlfriend with a scarf on her head who happens to be there during the shoot out. She squints to try to see where the attacker is.
