The fat guy in the army truck?

The scene where the little girl and the guy who lost his wife to the birds enter the evacuated town and the two hear a car horn go off, they find it to be a left behind army truck and then the guy opens the driver-side door and this dead fat guy falls out. Was that supposed to have been the sheriff? I know we last saw him kiss his wife goodbye and then assist in evacuating the town the night before, but it left off there (for his character anyways). I only ask because the dead guy was dressed in what looked like a police uniform, not in the dark green army uniform, and also he had bite marks on his face. I thought maybe they were snake bites but then I remember the sheriff was bitten by the rats on his face, and then I thought, could that be the sheriff? Did he die in the town and get left behind? What do you think guys?

My thoughts exactly! That was the sheriff! You
could tell by the rat-bites on his face! I guess
he didn't make it out of town in time.

You could also tell by the fact that it was the same actor.

Good observation skills, everyone.

It was hard to see who it was due to steep angles and no close-up. But yeah, it seemed to be the sheriff.
