Shifting quality

I noticed that the movie inexplicably shifts from film to video throughout. Was this an ill-advised creative decision or a technical issue, such as the different filming units having different equipment?

It's a technical issue--all BBC miniseries were done this way in the seventies. Outdoor/location shooting was on film; sets were shot on video.
