what does this even mean

you will have to forgive the lack of full stops lack of proper spelling im dyslexic but not stupid

I think what they were trying to say is that they had a super small budget and that it almost came to a point where they would have run out of money before the film was finished, or something along those lines

When filmmakers shoot film (back on the day, it's almost all digital now), whatever film was not used (say 50 feet left from a 400 foot roll), was considered a "short end". Most labs charged by the foot for processing so if you only shot the first 350 feet of film, you asked the lab to trim the last 50 feet off the reel - or the cameraman would do it before sending it to the lab, as no studio wants to pay to process unexposed film. The film is still usable but considered too short to shoot a long take with. Sometimes processing laboratories like DeLuxe or Technicolor to name two of the more famous examples, would offer low budget filmmakers "short ends" to shoot with for little or no money just asking that they bring it back to the lab and pay to have it processed. Several low budget films have been shot on short ends. Basically it means the film was shot on leftover film scraps but "short-ends" is a nicer way to put it. Hope this helps.
