why didnt they cast another martial artist as the bad guy Strode ?

IMOP They climatic fight was disappointing and wssnt that great because the bad guy dude just stood there and got his ass handed to him in the corral by Chuck Norris.
I wonder if they were going to cast Bob Wall for the part originally ?
(DUE TO THE bruce Lee movie connection ,because he smashed a bottle like in Enter the Dragon and they way Chuck Norris starred him down like in Return of the Dragon and with a Mustang instead of a cat in the background ).
