Romero, Meredith, Newmar, Preminger, Kitt could have done villian voices

I was thinking that since the show got West and Ward to reprise their roles for this cartoon maybe they could also get some of the regular guest stars who played the villians also come back. Ceasar Romero and Burges Meredith were both
really dedicated to playing Joker and Penguin in the live-action series maybe their love for their parts would inspire them to do it for a lower salary. Meredith I think for sure would voice Penguin for a cartoon if asked.
It would also be a great treat for either Julie Newmar or Eartha Kitt to voice
Catwoman. It would be highly possible to get Kitt interested since she ended up doing cartoon voices later in her career (Emperor's New Groove)
I mentioned Otto Preminger voicing Mr.Freeze, the villian he played once during
the live-action show. As difficult as it might be he might do a one-shot deal to make his kids happy (his motivation for playing Freeze the first time).
If Riddler wasnt already used in the Super-Friends show then I think it would worth a shot to ask Frank Gorshin to voice Riddler in one or two shows. Heck Vincent Price did cartoons all through his career (even was a regular on Scooby Doo), It would be so awesome for him to do Egghead, and if the show cant aquire the rights for Egghead then cast him as Scarecrow or Gentleman Ghost. Any
one else think any of the orginal guest star villians could have made this animated show more memorable

Filmation's budget wouldn't have stretched to guest actors, especially with West and Ward as regulars. Cartoon budgets of the era were miniscule, especially compared to 90s fare, like Batman TAS, or Spider-Man.

Hanna-Barbera had to pay quite a bit for the celebrities on the New Scooby Doo Movies and never repeated the concept.

Fortunately, Ah keep mah feathers numbered for just such an emergency!

Price voicing Scarecrow is an awesome idea, though wouldn't have been possible since Scarecrow was being used on Super Friends
