Yes, Jenkins was the absolute most vital character the show ever had (or at least the earliest series/seasons that I grew up with). However, one can make a reasonably good argument that virtually all of the characters from the show's early years were vital simply because of their distinct looks and personalities. For example, I thought the show was never the same after Lucinda Duckett left after the first series. This might sound somewhat extreme, but without Duckett's Ann Wilson, the 'look' and 'feel' of the show seemed to had changed--so vital was one look and personality to a winning combination of characters.

The most iconic has to be Tucker Jenkins or Zammo.

Tucker's always going to be the first that springs to mind. Todd Carty is a great actor and the spin-off Tucker's Luck is worth watching too.
