Girl, Father, Carnival or Fair episode?

When I was younger, I saw a TV movie/special episode that I absolutely loved. I haven't seen it in so many years, but I assume that it was some sort of afterschool or weekend special; it could've been from NBC, CBS, or ABC.

It featured a little girl and her dad. She sang a song. A carnival or fair was featured, I believe. There may have been puppets involved. It was pretty sad. I don't know if the dad died, or what. I think the girl had brown hair, and she may have had pigtails.

I honestly don't remember anything else about it, but I'd love to learn at least the title of it. If anyone can piece together the pieces and knows what episode (and what show) I'm talking about, I'd be so grateful!
