Is he talking about himself?
When Travis said to Betsy: "I think you're a lonely person. I drive by a lot, and I see you here. I see a lot of people around you and I see these phones and all this stuff on your desk and it's means nothing. And when I came inside and met you, I saw in your eyes, how you carried yourself, that you're not a happy person. And I think you need something. If you wanna call it a friend, you can call it that". Clearly this is nonsense, not even close to describing Betsy character and her social life. And indeed, she responds to his remarks with a certain amusement and smile.
I believe Travis's words is actually what is called in psychoanalysis "Psychological projection". According to my analysis, he's actually speaks about himself. His interpretation reflects his own loneliness and the sense of alienation he feel at the streets of New York City. The transition from traditional societies and residences in villages where everyone knows everyone, to the bustling, mass anonymous city is leads to alienation, overcrowding, loss of values and loneliness that created due to weak social ties. So it's some form of projection about the ways Travis feel as a human in New York.
Travis projecting's own state of minds toward Betsy character.
