Still confuses me after 30 years

I've lost count how many times I've watched this movie and one scene still confuses me. When all the princes portraits are taken to other lands, why do they get mad at the men delivering them?

Thanks for your help!

... gave it up for nothing.
Remember, today there would be a big check from the national Enquirer.

"It's the system, Lara. People will be different after the Revolution."

Because those particular kingdoms were on the outs with Euphrainia. They wanted nothing to do with that particular Royal Family. That's why the Cabinet Ministers were always worrying about an impending war. The point was made (again) very clearly toward the end of the film, when the Lord Chamberlain has his talk with Cinderella.
