Anyone know where i can purchase this on DVD?

Unfortunately, it has yet to be released in the digital format. I'm not even sure with whom the rights reside at this point, it having been a Canadian tax shelter production, I think.

I'm willing to bet that the original negative doesn't even exist anymore. Or if it does exist, it's probably in really bad shape. This seems to have happened to many of these Canadian movies from the 70s.

I saw Shoot on television many years ago and I only remember bits and pieces. I certainly remember that surprise ending, though. Nowadays it is never shown on TV anymore, so I for one would welcome a DVD release.

It might be in the public domain, if so, you could download it from a torrent site and burn it to a disc. And the fact that it was seen for sale on ebay as a bootlegged copy means it probably is in the public domain, because people don't usually take the risk of selling homemade dvds if they are copyrighted.

who owns the rights and will it ever be available on dvd

It was only released on VHS (SVHS, actually!). I found a guy on eBay who sold a convincing DVD bootlegged from the original SVHS, complete with box artwork, but it was a couple of years ago. Keep your eyes peeled and he may resurface.
