Yes that's Run Wild Run Free and the hawk actually recovers from that incident. At first it seemed like he had killed her, though.

You are thinking of "Run Wild, Run Free" which starred Mark Lester (Oliver!) as a young autistic boy named Phillip who has a way with nature and animals. Phillip befriends a wild white pony from the moors and also is friends with a crusty (but kind) old man played by John Mills. The man trains hawks to hunt for him and he has Phillip work with the hawk when the boy's pony mysteriously disappears. While out training the hawk on the moors, Phillip sees his white pony and races to catch it, with the hawk (Lady) still tethered to his wrist. By the time he reaches the man, the hawk is hanging listlessly from Phillip's hand. Once the hawk heals from its wounds, it must be retrained to land on Phillip's arm, which it avoids as it remembers the trauma and refuses to go to the boy.
The final scene has the white pony stuck in a mud pit, and Phillip (who has been mute most of the movie) talks the pony into rising from the mud and pulling itself out.
A terrific movie.
