When I saw that scene I thought to myself "What the hell? That's the creepiest gift someone could give."

Was this really a thing people did in the olden days? Because if so, no thanks, you can keep it.

Yes, it was common.
You may not be among the target audience for this film. I think it was marketed towards mature adults not the undeveloped minds of young children.

All kinds of hair jewelry was common in the Victorian era, as was simply giving or keeping a lock of a loved one's hair. It's no more "creepy" or weird than things people do today that we take for granted, and which could very easily be considered "creepy" to kids 150 years from now (or less). I can assure you that many fads and practices that are commonplace today would be beyond belief to a Victorian.
