Did Alfred Hitchcock ever see OBSESSION? If yes, did he ever express his opinion of it and of his former composer Bernard Herrmann scoring it?

I only know he was apparently offended when he first heard it was going to be made, thinking De Palma was out to shamelessly plagiarize Vertigo.

I suggest you take this question on the Hitchcock board where there is some actual traffic as well as lots of knowledgeable folk.

He must also have been flattered somewhat. Vertigo was, at that point, nowhere near the classic it became.
