Alice is Denise Dillaway. I have no idea why she is uncredited by character name because it really is a great, Roger Corman-worthy, over-the-top performance. The only other film she did of note that I know of was The Cheerleaders which you can watch on YouTube. It was filmed a mere 4 years before NIBC but Denise is given the glamorous hair and makeup treatment as Claudia in Cheerleaders so she looks superficially different. But, under all that makeup, the face is the same, the mannerisms and voice and confidence are the same, and, the breasts and hips are the same in her nude scenes (she also look a bit heavier in NIBC, as if quite a bit of fast food had taken its toll in those few years.) I find it hard to believe that an actress who is really a footnote of a footnote would have any kind of sway as to minimizing the history of her role in a production that is niche, itself. My guess is that her scenes were filmed only for overseas release (as they were the most explicit) and they had only one set of credits and used the ones they used for TV movie release as it was the primary cut. I assume she needed to be given credit in the final credits (as "inmate" since another poster pointed out that Trustees were inmates) because while they were editing the film for ABC they assumed they might be using some of her shots and lines and because of SAG they would need to credit her but it has been so long since I saw the TV Version I don't recall what was left of her in the TV version. However, as you stated, her role in the theatrical version was critical and she was the harshest and most perverse of the trustees. I have not seen the DVD release you refer to and would be royally pissed at buying this movie with Denise cut out, that sucks. "uh-oh! it's alice and she got her strap!"
