Start running at least a few days before you turn 30. You'll attract less attention.

Not sure all runners belonged to the group of Ankh-wearers to which Jessica and her friends belonged who were seeking Sanctuary. Some or many may have just been trying to overstay their visa, so to speak, with no greater plan than hiding from enforcement and fleeing when discovered.
sharePlus, it was genuinely shocking for Logan and Jessica to even go through the lower levels, let alone outside. I think the main reason runners got caught and didn't run until the very end is because they could run but they couldn't hide. As far as anybody in the city knew, there was nowhere to go.
shareWell, I always presumed there were runners who planned ahead and didn't panic, and found plans of the city or something, and found a way out and took it at the opportune moment and not at the last second... and who died of starvation outside because they had zero survival skills.
Maybe some of them forced their way back in after a few weeks of nothing to eat.
The runners who planned ahead and made it would get frozen by Box wouldn't they?
shareYes, this is the correct answer. No one until Logan and Jessica made it past Box. This was because Logan had that gun. The others would have had no defense against Box. Also, think about this. Box kept saying that the fish and plankton stopped coming, but the people came instead. So, instead of feeding the people of the city fish and plankton, they were being fed the meat of the dead runners! Heavy right? :-)
shareI guess this brings up another question: Were there enough runners to sustain the city? Where else were they getting their food from if Box was the only source of meat?
shareGood question. I thought about it, and the answer stuck me. Carousel! All those people being barbequed in carousel are the main course!
shareBut there was nothing left of the Carouselers but bits! Bits full of inedible bones and guts! And besides, you can't feed a population of humans on nothing but the humans, one properly butchered adult human doesn't yield 30 years worth of meals for another adult human, the numbers don't add up.
There had to be another food source.
