Can Wilson and Petrox sue the city of New York?

The so-called "escape-proof cage" was certified by the city of New York, so can they rightfully sue the city for any damages related to Kong's escape as well as for any negative PR?

Yes, that was mentioned in the sequel King Kong lives. Wilson died during the escape but his widow collected 10s of millions as a result

FACT: The city of New York could then counter sue the thugs for bringing King Kong into the city in the first place. Prove me wrong.

Since the city allowed the thugs to bring and keep Kong, then I doubt the city would have a case.

And surely Petrox included a disclaimer in the fine print that indicated they will not be held responsible should the city's cage fail.
