I remember a movie in the 70's where a dam was about to break and a man who worked on the dam got on the elevator to go to a lower level and drowned when the doors opened and water rushed in. Is this the same movie?

no it's not but there's a new book on amazon.com called TELEVISION FRIGHT FILMS OF THE 1970S that talks about this film.

I think this is the movie where Cameron Mitchell, when trying to be rescued by helicopter has the damn break and he falls to his death.
