is this the movie I saw?

a few years ago, on television, I saw a movie that seems similiar to this. these are things I remember:
someone holds on to something floating on the flood and screams because of rats. some people have to get out of a house before the flood reaches the roof. they have to use a bottle cap or something to break the roof. while two people are on the roof, a man is holding on to a tree. later, dynamite is being put into the ground. I remember it being called house break down or something like that.
