Back around 1975/76 or so, I remember seeing some scary movie in which a person looks through a window at a house across the way at night...the other house's has shutters that keep banging back and forth. The person in the movie sees a body or a ghost in the other window, I can't remember.

no, that scene isn't in this movie, but it reminds me a lot of one of my favorite films, and its from that same time period(1976).. The Tenant by roman polanski. he moves into a new apartment, and at night, when he looks out across the courtyard, he sees different other tenants just standing in the window for hours, creepily staring off into space.. i dont think there were any shutters though.. maybe not the same movie, but you should definitely check the tenant out anyways!
