Why do people even debate this?
Horror movie can have more than one genre, just because this puts as big of an emphasis on drama as it does on horror doesn't mean it's not a horror movie.
It has scenes which are obviously intended to be creepy and it slowly builds towards a disturbing climax. Therefore, it's a horror movie.
I agree with you. Just because nobody dies until the last third of the movie doesn't mean it isn't horror. I've seen horror movies where not one person dies the entire thing. If a movie tells a story and focuses a lot on the plot and characters rather than rivers of gore and disgusting, gruesome images people seem quick to label it anything besides horror. I think a horror movie can emphasize the relationships of characters just as much as any genre and still be horror.
