i swear i can hear judy garlands screams in that scene like the same screams when the tornado came since judy worked for MGM its possible they recyled her audio right??

No. Carrie was made by United Artists whilst The Wizard of Oz was MGM.

UA was taken over or merged with MGM after the Heaven's Gate fiasco.
