What the Hell is the point of this movie?
So we're lead to believe there is a 1920s world where children are adults.
This movie has no point to it. It's embarrassing, badly acted, utter rubbish.

Obviously we're not to believe such a world existed. It's a parody of gangster films and gangster culture. I think by showing children as criminals it shows us how futile and childish the world of crime can be and it reminds us that underneath all the bravado criminals are just people, who one day were nothing but children themselves.

The idea is that gang violence is a juvenile pass time, and only people who are not fully developed engage in it.
Untrue, of course, but that is the film's gist.
