Question regarding Rude's political career

At the end of the first mini-series, it seemed that Rude's political career had been irreparably damaged after accidentally, injuring that girl at the student union. Yet by the beginning of this series, his political career not only survived, but he has now been elevated to the US Senate! How did he manage that? Was it explained in the novels? If someone could explain I'd appreciate it. Thanks.

There's a scene in the final episode of the mini-series which is at the health farm in Arizona where Julie is recuperating, and it features Rudy talking to Marsh Goodwin who had paid them a visit. The conversation between them highlights the fact that a number of people were impressed with Rudy's 'tough-guy' handling of the student union and states that there's an opportunity for him to still continue with a political career if he wanted it. However, at that point, no definite decision was made as Rudy stated that he had Julie's health to consider and the offer was left open. Thereafter, Rudy and Julie flew to the South of France for Tom's wedding. When the Book II series gets underway it soon fast forwards 5 years and it would appear that Rudy eventually took up Marsh Goodwin's original offer as per the aforementioned scene in Book I.

Back then taking a hard line against student protestors was a vote winner - rightly!
