Why did the Briton king have white goo in his hair?

Lime, and because that's what the Britons did to their hair.

Not an attractive look when it's oozing off of your long mustache ends.

The Britons used lime to make their hair stand up in spikes, which they felt made them look fierce. Not really much different from Mohawks, dreadlocks and other bizarre styles.

Perhaps also of interest is that King Caractacus was played by Peter Bowles who went on to star in another Masterpiece Theater favorite of mine, The Irish RM.
