Overweight man in Restaurant

Hi, does anyone know the name of the actor, where in one of the episodes, not sure which one, there is a Restaurant scene with Deborah Grant and Frank Finlay having lunch, and they're quietly laughing at a very large man making a mess of his meal, spaghetti all down his front as I recall, what is his name please ?
